Right-of-Way plan review launches electronically on eCLIPSE

PHILADELPHIA – In an effort to streamline the Streets Department’s plan review process, a new ePlans module launches Tuesday, January 19 through the Electronic Commercial Licensing, Inspection and Permit Services Enterprise (eCLIPSE). The online eCLIPSE platform allows users to apply for and obtain business or trade licenses associated with the License and Inspections Department in conjunction with several city agencies.  Through eCLIPSE’s Electronic Plans (ePlans), the Streets Department Right of Way unit enables registered applicants to submit materials, modify plans, and track the status of applications through the approval process.

“Streamlining this process allows for a more seamless experience for users when dealing with permits and plans that require review by multiple departments,” said Streets Commissioner Carlton Williams. “This is a long time coming for our Department’s Right of Way Unit. By bringing the plan review process completely online, we have improved efficiency and are granting increased access to the services we provide.” 

The ePlans system replaces previous practices whereby applications and supporting documents were submitted to the Streets Department via email or in person at the Municipal Services Building. Prior to ePlans, the user experienced separate approval processes that required the user to interact with various agencies separately.  eCLIPSE ensures that pre-approvals issued by the Streets Departments are seamlessly integrated with L&I permits requiring Streets’ input. Existing users of eCLIPSE can use their existing profile and log-in credentials to access ePlans. Current Streets Department policies, guidelines and submission requirements for plan review are not changing. No new or additional documentation is required.

Online permitting through L&I’s eCLIPSE program launched successfully in March 2020 allowing users to register licenses and submit certain permit applications. The use of eCLIPSE promotes transparency ensuring applications are received and reviewed with greater efficiency while keeping applicants informed of the progress on their submission. The City is committed to implementing online access and improving business process towards increased government accessibility and accountability.
