The Zero Waste and Litter Cabinet

The Zero Waste and Litter Cabinet is an interdepartmental effort to continually reduce the waste entering landfills or conventional incinerators, combat litter, and enhance the cleanliness of streets and public spaces. Composed of major City departments and agencies, City Council representatives, community stakeholders, and chaired by the Managing Director’s Office, the Cabinet will implement a number of zero waste strategies to make Philadelphia a less littered, zero waste City.

Philadelphia Recycling Office

The Philadelphia Recycling Office works to promote and enhance the City’s recycling program in a number of ways. In addition to highlighting recycling’s positive environmental, lifestyle, and financial benefits, the Office focuses on improving awareness of acceptable materials to minimize costly and dangerous contamination. Through its education and incentive efforts, the Office has helped ensure businesses and residents throughout the City are getting behind recycling, the right way.



SWEEP is Streets & Walkways Education and Enforcement Program, the City-run program created to educate Philadelphia citizens about their responsibilities under the Sanitation Code. SWEEP enforces the law against violators through intensified street patrols by uniformed litter enforcement officers, computerized tracking of code violation notices, and speedy adjudication of violations. Through education and enforcement, SWEEP supports and enhances individual and community efforts to maintain a clean City.

Philadelphia More Beautiful Committee (PMBC)

PMBC, part of the Streets Department’s Sanitation Division, is an urban environmental partnership. The program is in its 68th year of promoting civic pride, public safety and neighborhood empowerment among Block Captains, community group leaders and their units.

Keep Philadelphia Beautiful and Dow

Keep America Beautiful, Inc. is America’s largest volunteer-based community action and education organization. With a network of more than 1,200 affiliate and participating organizations, KAB forms public-private partnerships and programs that engage individuals to take greater responsibility for improving their community's environment.
