Historic Streets – Plumber’s Ditch Restoration Pilot

The Streets Department has announced a pilot for the 2014 construction season.  The pilot will allow property owners who live on the City’s Historically Designated Street Network to arrange restoration of roadway excavations caused by plumbing repairs with their own contractor(s). The pilot test runs from July 2014 thru December 2014, at which time the Streets Department will review to determine if the policy can continue permanently.

A Plumber’s Highway Opening permit will still be required. The charge for the Historic Restoration permit will be $50 to cover costs of administering and reviewing the success of the pilot program. Before the plumber purchases the permit on behalf of the property owner, they must submit a signed Plumber’s Waiver Form and a signed Property Owner’s Waiver Form to the Streets Department. Property owners, plumbers and masonry subcontractors must also agree to restore the excavation as per Streets Regulations for Opening and Restoring Street Openings and as amended by the Requirements for Restoration of Plumber’s Ditches on Historically Designated Streets specifications. Waiver forms are submitted to the attention of William Walters, Streets Department, Transportation Planning & Analysis Unit, Room 900 Municipal Services Building (MSB) for review and approval. Once Streets Department reviews the forms and confirms the proposed location is on the historic street network, the form is signed and the plumber can proceed to the Plumber’s Desk in the Concourse of MSB to purchase the permit.

The plumber is required to provide the required backfill notification on the Streets Department Plumber’s  website after the work is completed and the Department will arrange a post restoration inspection of the work. A post restoration inspection report will be prepared and forwarded to the property owner and plumber by the Department’s Highway District Engineer in order to collect data on the pilot program. If restoration is not completed within 30 days, the Streets Department will restore and back charge the plumber for time and materials used.

All restoration work must be maintained in condition satisfactory to the Chief Highway Engineer for five (5) years. Notices to permittees to make repairs to the restored pavement shall receive attention within twenty-four (24) hours.
