Work Begins Saturday, May 18 at 7:00 am

PHILADELPHIA – The intersection of Roosevelt Boulevard and Southampton Road will be partially closed from Saturday, May 18 at 7:00 am to Monday, May 20 at 10:00am, announced Acting Commissioner David J. Perri today.

This temporary closure will allow the Streets Department crews to make necessary roadway repairs to the outer drive of the Roosevelt Boulevard. The inner drive will remain open to all traffic. Westbound Southampton Road will be detoured to Comly Road.

This work has been scheduled for the weekend so City crews can repair the roadway in an expeditious and safe manner to minimize disruption to motorists. Message boards and a work zone will be posted. Local traffic will be permitted access to the community.

Vehicle Weight Restriction Established

PHILADELPHIA –The 15th Street Bridge between Callowhill and Spring Garden Streets opened to vehicular traffic today, with a “three-ton, no trucks or bus weight restrictions,” Streets Commissioner David J. Perri announced today. All trucks, buses and other heavy vehicles are required to detour to alternate travel routes for the entire length of the bridge.

The bridge was closed January 2013 due to severe deterioration to a section of the bridge. The Streets Department’s Bridge Maintenance Unit re-enforced this section to strengthen the bridge.

Opportunity for Residents to Earn 25 Recycling Rewards Points

Citizens are invited to participate in a free citywide Household Hazardous Waste (HHW) Collection Event sponsored by the Streets Department’s Sanitation Division. This event provides citizens with an opportunity to recycle or dispose of unwanted Household Hazardous Waste accumulated in their homes or garages. The city’s first HHW event of 2013 held at State Road and Ashburner Street recorded its highest ever turnout of over 2,000 cars processed, which is more than double the typical total, and 120,000 pounds of material were accepted.

As an added incentive, residents signed up for Philadelphia Recycling Rewards may use this opportunity to earn extra Recyclebank® points. A coded card worth 25 points will be given to Philadelphia Recycling Rewards participants as a bonus for recycling their unwanted hazardous waste.

No waste materials generated by a business will be accepted. This event will be held rain or shine. Philadelphia Streets Department in partnership with Recyclebank and Domtar EarthChoice® Presenting a Grant to Anne Frank Elementary School for Their School Gardens


PHILADELPHIA— The City of Philadelphia is proud to announce that 11 local schools will be the recipients of grants from the Recyclebank Green Schools program, which awards schools grant money for unique student projects that will green their classrooms and communities. On Friday, May 10 at 11am, representatives from program partners will present one of the schools, Anne Frank Elementary School, with a check in the amount of $ 1,648 to fund its green school project, the planting of three schools gardens. Event speakers include David J. Perri, Philadelphia Streets Department Commissioner, Ann Marie Boyle, Councilman O’Neill’s Chief of Staff, Mr. Mickey Komins, Principal of Anne Frank Elementary, and Allison Sands, Recyclebank Community Outreach Coordinator.

“The Streets Department’s partnership with Recyclebank has proven to be win-win situations by saving the City money, helping citizens earn rewards for their recycling efforts and supporting students with their green projects,” said Acting Streets Commissioner David Perri. “We are proud that the all the schools did so well to bring their projects to fruition.”

The Recyclebank Green Schools program is designed to empower youth to become green heroes and make a positive green impact in their communities. It is associated with the Philadelphia Recycling Rewards Program - a partnership between the Streets Department and Recyclebank that allows residents with City-provided recycling collection to earn points for the amount they recycle and reduce trash. This year, Recyclebank made sure each school reached their intended goal and donated the remaining amounts to those schools needing assistance. Additionally, each school that reached at least 50% of their original goal through points donations were awarded $500 from Domtar Corporation, a Green Schools partner.

“At Domtar, we are moved by the passion and commitment of students to preserve our planet’s natural resources for future generations to come. The Recyclebank Green Schools Program and the work of schools like Anne Frank Elementary are prime examples of taking this passion and putting it into action,” said Kathy Wholley, director of advertising and communications at Domtar. “We thank Recyclebank and its partner communities for extending us the opportunity to support such an important and innovative program.”

In total, $27,196 was awarded to the eleven Philadelphia Schools with the help from Philadelphia Recycling Rewards Program members, the Streets Department, Domtar Corporation and Recyclebank. To encourage participants to donate as many points as possible to the schools, the Streets Department gave a 32-gallon Super Recycling Bin to Recycling Rewards members that donated at least 2,000 points to one or more of the 11 selected schools. Over 530 households received a new bin, delivered by the Streets Department.

The Green Schools projects range from building gardens, initiating recycling and composting programs, building bike racks, creating an arboretum, and implementing healthy eating programs.

“Each year, we continue to be inspired by the proposals we receive from schools across the country that are taking a creative and thoughtful approach to helping solve today’s pressing environment challenges,” said Karen Bray, vice president of marketing, community solutions at Recyclebank. “Students at schools like Anne Frank are poised to be tomorrow’s environmental leaders. PHILADELPHIA - Acting Streets Commissioner David Perri announced today that on Saturday, May 11 the Streets Department will begin confiscating illegal advertising benches that have recently proliferated throughout the City. The Streets Department has received numerous complaints from the public. These benches create potential legal liability issues for the abutting property owners, and they are often installed without their permission.

“Without meeting design standards and regular maintenance and care, they are just another form of blight which needs to be removed from the public realm,” said Acting Commissioner Perri. “In addition, advertising benches are often in violation of the American with Disabilities Act by blocking the safe use of the sidewalk for all users.”

The Streets Department estimates that there are more than 300 illegal benches installed throughout the City. A recent Licenses & Inspections Review Board decision favorable to the City paves the way for their removal. The advertiser and/or the abutting property owners will be issued $75 tickets for any advertising bench that remains on or after Saturday, May 11, 2013.

PHILADELPHIA – The “inbound” or southbound lanes of Lincoln Drive between Wissahickon Avenue and Ridge Avenue/Kelly Drive will be closed temporarily from approximately 7:00 AM to 5:00 PM on Saturday, May 4, Acting Streets Commissioner David Perri announced today.

Southbound Lincoln Drive traffic will be detoured at Wissahickon Avenue. Detour signs will be posted along Wissahickon Avenue, Walnut Lane, and Ridge Avenue to direct traffic to the end of the closure.

Northbound traffic will not be affected.

The temporary closure will allow City employees to safely work along this winding stretch of road during daytime hours in order to expedite repairs and minimize disruption to motorists. Police Department assistance will be on site to help maintain a safe traffic flow in the area.

All work will be completed and the lane will be restored by 5:00 PM. Streets Department crews will make every effort to minimize the inconvenience to drivers, residents, and businesses. The Streets Department thanks citizens in advance for their patience and cooperation during this project.

PHILADELPHIA – The Philadelphia Streets Department will be conducting monthly inspections to ensure that restaurants maintain compliance with the sidewalk café requirements. Complaints about blocked and impassable sidewalks have necessitated the department to increase its enforcement efforts. The Streets Department oversees the enforcement of sidewalk cafes regulations involving the placement of tables, chairs and other furnishings. The department will be working citywide to keep sidewalks clear and safe for the public.

“The sidewalk network in Philadelphia is one of the City’s greatest assets and sidewalk cafes are a wonderful addition,” said Acting Streets Commissioner David J. Perri. “Sidewalk cafes are a valued amenity as they promote a lively and festive atmosphere on City streets. Café operators however need to adhere to their approved seating plans and be diligent in keeping public sidewalks safe and accessible for all users.”

Business owners and managers are reminded that the following items are not permitted in the public right-of-way: signs, sandwich boards, banners, “feather” signs, as well as café seating beyond the City-approved licensed limits.

For cafes without permits, or with seating that does not adhere to the approved seating plans, inspectors will issue tickets and require immediate compliance. Repeated violations can result in confiscation of signs, tables, and/or chairs and loss of business licenses.

Businesses interested in café seating that do not currently possess a license can go to the Resource Guide found at http://business.phila.gov , look for sidewalk café license under the licensing and regulations by business activity. The Streets Department will review the application and seating proposal, to ensure that the passable way is properly maintained.

PHILADELPHIA – In April, the nation celebrates Earth Month with various eco-minded activities. The Streets Department is no exception with four different events held in honor of the month dedicated to protecting our environment – Household Hazardous Waste Collection Event, Confidential Document Destruction Event, unveiling of 50 new BigBellys™ and the reward of a 32-gallon “super” recycling bin.

The kickoff of the 2013 Household Hazardous Waste (HHW) Collection Program on Saturday, April 20, was met with resounding success, announced Acting Streets Commissioner David J. Perri. The HHW event held at State Road and Ashburner Street recorded its highest ever turnout of over 2,000 cars processed, which is more than double the typical total, and 120,000 pounds of material were accepted. “We want to thank citizens for doing their part to being proper stewards and committing to environmental protection as we strive to become the greenest city in the nation,” said Commissioner Perri. “Assuring the safety of our neighborhoods also includes safeguarding them from hazardous toxics.”

As potential hazards are removed from homes, we prevent contamination of the environment and harm to sanitation collection employees. For instance, if one gallon of used oil is not properly disposed, it can harm the environment by contaminating one million gallons of freshwater. The U.S. Environmental Protection Agency (USEPA) estimates that the average household can accumulate up to 100 pounds per year of oil base paint, used oil, solvents, pesticides, car batteries, and other hazardous household wastes. The next HHW Event will be held Saturday, May 18, at the 1st District Highway Yard, 4800 Parkside Avenue from 9am to 3pm.

On Earth Day, Monday, April 22, the Streets Department held Confidential Document Destruction Events citywide at five strategically located sites. City recycling trucks collected 9,869 pounds of documents to be destroyed and recycled; 250 recycling bins were distributed; and 196 Philadelphia residents signed up for the Philadelphia Recycling Rewards Program. Also, on Earth Day, the Streets Department, along with the Mural Arts Program and the New Kensington CDC, unveiled 50 new “Litter Critters” BigBelly™ solar-powered trash receptacles along the Frankford Avenue Arts Corridor. The creative designs on the BigBellys™ encourage people to use the sustainable trash cans and not litter. Created by students of the Mural Arts Program, the unique, original designs are visual reminders that everyone should focus on environmental protection and social responsibility. The Litter Critter BigBelly™ project is part of the Streets Department’s UnLitter Us movement, the first sustained public service campaign to rid Philadelphia of litter.

In March, the department helped to raise over $27,000 for Philadelphia schools participating in the Recyclebank® Green Schools Program. To cap off its Earth Month activities, the Streets Department is sponsoring, again, another 32-gallon “super” bin give away for Philadelphia Recycling Rewards Program members. Members have until Friday, May 3, 2013 to redeem 2,500 of their points for a 32-gallon super bin. The bins hold more recyclables than the regular 20-gallon City-issued recycling bins.

Recycling is not only environmentally beneficial as more waste is diverted from the landfills but Philadelphians reap the rewards of their recycling efforts as the money the City earns is funneled back into various city services. PHILADELPHIA - April 22, 2013– Today, the Philadelphia Streets Department and City of Philadelphia Mural Arts Program dedicated 50 Litter Critter BigBelly™ trash compactors during an outdoor ceremony in Fishtown at the New Kensington Community Development Corporation’s (NKCDC) Garden Center at 1825 Frankford Avenue to celebrate Earth Day. The BigBellies™ were designed and created by artists and students as a part of Mural Arts’ Art Eucation Program.

Deputy Streets Commissioner Donald Carlton, Mural Arts Program’s Executive Director Jane Golden, NKCDC Executive Director Sandy Salzman, students and artists from the Big Picture Program celebrated the newly wrapped BigBellies™. Rock to the Future's Student House Band played for the crowd and Little Baby’s Ice Cream handed out ice cream to attendees.

“Earth Day is an opportunity for all Philadelphia residents to become more environmentally conscious and sustainable. It’s also a time for us to liven up our neighborhoods,” said Deputy Commissioner Carlton. “Paring the beautiful Litter Critter artwork by the Mural Arts Program with our sustainable BigBellies™ is a great way to mark the occasion.”

The newly wrapped BigBellies™ now line the Frankford Ave Arts Corridor and showcase creative designs inspired by the idea of litter bugs. Teaching artists Rodney Camarce, Yis Goodwin and Sarah Folger worked with Mural Arts students on the concept and creation of the artwork. Big Picture provides young people ages 10 to 14 with free visual arts education with a focus on community and social responsibility. Students concentrate on foundational art skills, mural design, and small indoor or outdoor murals.

According to Golden, the Mural Arts Program is about connecting city youth with art projects that impact the community.

“Mural Arts Program works with nearly 1,500 students in our art education program each year,” she said. “It is so gratifying to help young people beautify the city and have a stake in keeping it that way. First our students designed gorgeous wraps for Philadelphia’s recycling trucks, and now the BigBellies™ will continue to beautify the city streets as well.”

The Litter Critter BigBelly™ project is part of the Streets Department’s UnLitter Us movement, the first sustained public service campaign to rid Philadelphia of litter. UnLitter Us engages citizens to volunteer across the city in ongoing efforts to eliminate and prevent litter from invading our streets through community outreach programs. The creative designs on the BigBellies™ encourage people to use the sustainable trash cans and not litter. The project is an extension of the innovative “Design in Motion Project”, where students from the Mural Art’s Education Program designed wrappings for 20 of the Streets Department’s recycling trucks in an effort to raise awareness about recycling. The solar compactors hold up to five times the quantity of a wire trash can and allow the City to save gas and space by limiting pick up and the amount of garbage created. The Streets Department’s BigBelly™ and UnLitter Us programs are initiatives aimed to make the City of Philadelphia the Greenest City in America by 2015.

The Recyclebank Green Schools program is designed to empower youth to become green heroes and make a positive green impact in their communities. The Philadelphia More Beautiful Committee’s Saturday Clean Block Caravan will visit four of the 334 blocks scheduled to clean in the 24th and 25th Police Districts. The Caravan staffed by representatives from the Water Department, Health Department, Recreation Department, Licenses and Inspections, the Mayor’s Office of Community Services, and a Streets Department SWEEP Officer, will distribute promotional items to the block residents and children involved in the clean up. Also on hand will be Curby Bucket, the Streets Department’s recycling mascot. Caravan members will also use this opportunity to thank the volunteers for their hard work and dedication as they continue outreach efforts by distributing departmental resource materials and offer assistance with service requests from the blocks visited.
